COLLECTION METHODOLOGY

The Northern Territory Police use the Police Real-time On-line Management Information System (PROMIS) to record incidents that come to their attention. Involvement of domestic violence and/or alcohol in the offence is determined by the NT Police at the time of the offence. In some situations it is not possible to determine whether alcohol is involved in an offence. All domestic and family violence related incidents reported to the Northern Territory Police are entered into PROMIS as ‘family violence’ cases by means of the ‘Family Violence Case’ indicator that must be checked for each incident.

DEFINITION OF FAMILY AND DOMESTIC VIOLENCE

Assault - The direct (and immediate/confrontational) infliction of force, injury or violence upon a person or the threat of such force, injury or violence where there is an apprehension that the threat could be enacted, excluding offences of a sexual nature.

Domestic violence includes any of the following conduct committed (or attempted/threatened to be committed) by a person against someone with whom the person is in a domestic relationship:
  • conduct causing harm (such as sexual or other assault);
  • damaging property;
  • intimidation or stalking; and
  • economic abuse.

In the Northern Territory, domestic relationships include:
  • family relationships;
  • custodial, guardianship and carer relationships;
  • residential relationships;
  • intimate personal relationships; and
  • previous relationships of the above.

DEFINITION OF SEXUAL VIOLENCE

Definitions are based on the Australian and New Zealand Standard Offence Classification (cat. no. 1234.0).

Sexual assault - physical contact or intended contact of a sexual nature where the victim does not give consent, gives consent as a result of intimidation or deception, or consent is proscribed. Includes rape (actual, intended and attempted) and incest.

Non-assaultive sexual offences - offences of a sexual nature that do not involve physical contact or intended contact, and where the victim does not give consent, gives consent as a result of intimidation or deception, or consent is proscribed. Includes child pornography, voyeurism and wilful exposure.
